You can get a car by going to cheap car auctions. Some, you can go on-line and bid and others, you'll have to go right to the impound lot or holding lot in order to bid for them. If it's only designed for wholesalers to go there, then you'll need a dealer's license.

You can either go directly to a government site, where they'll allow you to view the vehicles and bid on them, or you can go to certain lots that have the vehicles.
